The safest launch approach is to document local eligibility first, register for applicable taxes, confirm insurance coverage, prepare guest-facing rules, and retain evidence in a compliance file. 

Key Compliance Requirements 

  • Confirm local authority and zoning. Contact the municipality for the property address before accepting bookings. Local rules may address whether short-term rentals are allowed, whether the owner must live on site, minimum or maximum stay limits, occupancy, parking, events, inspections, and nuisance enforcement. 
  • Check whether a local license or permit is required. Connecticut law authorizes municipalities to require licensure and regulate short-term rental operation and use. Requirements vary by town, and some municipalities require registration numbers in listings. 
  • Register and file for state room occupancy tax when required. Connecticut room occupancy tax applies to short-term home rentals and similar accommodations for 30 consecutive calendar days or fewer. Operators required to collect the tax generally register and file through myconneCT. 
  • Understand platform versus direct-booking tax handling. If a booking platform collects and remits taxes, retain platform reports. If accepting direct bookings, confirm whether the owner or operator must collect, file, and remit tax directly. 
  • Maintain safety and habitability evidence. Keep records for smoke alarms, carbon monoxide alarms, fire extinguishers, emergency exits, max occupancy, parking instructions, and any inspection approvals required locally. 
  • Prepare guest rules before listing. House rules should address quiet hours, parties and events, occupancy, parking, trash, pets, smoking, emergency contacts, and neighborhood expectations.

Insurance Considerations Before Listing 

  • Tell the insurance carrier or broker that the property will be used for short-term rentals before the first booking. 
  • Confirm whether the current homeowners or landlord policy excludes business activity, transient occupancy, intentional guest damage, theft, loss of income, pet damage, or amenities such as pools, hot tubs, boats, docks, fireplaces, or bikes. 
  • Ask whether the property needs a short-term rental endorsement, landlord policy, commercial package policy, umbrella liability policy, or special event exclusion. 
  • Review platform host protection programs carefully; treat them as supplemental, not a substitute for an insurance policy. 
  • Confirm liability limits, deductible amounts, defense coverage, medical payments coverage, and whether property managers, co-hosts, cleaners, or maintenance vendors should be named or covered. 
  • Keep a certificate of insurance, policy declarations, endorsements, claims instructions, and emergency carrier contact information in the compliance file.

Suggested listing language: We are committed to responsible hosting and following applicable Connecticut and local requirements. Guests must follow the house rules, posted occupancy limits, parking instructions, quiet hours, trash procedures, and all safety instructions provided before arrival and inside the property.   • Confirm whether the property is eligible for short-term rental use under local zoning and any HOA, condo, lease, or mortgage restrictions. 
  • Obtain required municipal license, permit, registration, special permit, or inspection approval before listing. 
  • Register for Connecticut room occupancy tax if required and document whether platforms or the owner will collect and remit taxes. 
  • Set approved occupancy limits, parking rules, quiet hours, and event restrictions based on local requirements and property capacity.
