Panorama Rules

Short term rental rules and regulations in Panorama  Practical compliance guide for owners, hosts, and property managers

Executive overview

Panorama short-term rental operators should treat compliance as a layered process: provincial B.C. short-term rental rules, mountain resort exemptions, Regional District or local land-use approvals, strata or resort rules, tax obligations, safety expectations, insurance requirements, and platform listing standards all need to be checked before accepting guests. Land within designated mountain resort accommodation areas is generally exempt from the provincial principal-residence requirement but hosts still need to confirm whether their specific property falls within the exempt area and whether local approvals, permits, or operating conditions apply.

Key compliance requirements

  • Confirm whether the property is located inside the Panorama Mountain Resort accommodation area or another exempt resort area.
  • Confirm whether provincial short-term rental registration applies and display any required registration number on each listing.
  • Check Regional District of East Kootenay requirements, including zoning, temporary use permit requirements, parking, septic capacity, occupancy, fire and safety, and local contact expectations.
  • Review strata bylaws, resort agreements, rental pool rules, building policies, mortgage terms, and lease restrictions.
  • Maintain proof of insurance that specifically allows short-term rental or commercial accommodation activity.
  • Prepare guest-facing house rules covering occupancy, parking, noise, garbage, pets, smoking, hot tubs, fire safety, and emergency contacts.
  • Keep a compliance folder with permits, approvals, policies, inspections, communications, renewal reminders, and guest incident records.

Insurance considerations before listing

  • Tell the insurer the property will be used for paid short-term accommodation before the first guest arrives.
  • Ask whether the policy covers commercial use, guest injury, property damage, theft by guests, hot tub or amenity claims, wildfire or weather events, vacancy gaps, and loss of rental income.
  • Confirm whether platform host protection is secondary and whether it excludes certain claims.
  • Keep written confirmation of coverage, deductibles, exclusions, and any operating conditions such as maximum occupancy or required inspections.
  • Set listing rules that match the insurance conditions, including no events, no smoking, maximum guest count, pet limits, and quiet hours.
