Short Term Rental Rules and Regulations in Kelowna  Practical compliance guide for owners, hosts, and property managers 

Executive Overview 

Kelowna regulates short-term rentals as rentals of a dwelling unit or bedroom for less than 90 consecutive days. Operators must confirm that the property is eligible under City zoning, obtain a City of Kelowna business licence, meet British Columbia provincial short-term rental registration requirements, and keep records that demonstrate ongoing compliance. As of June 1, 2026, Kelowna has an exemption from the provincial principal residence requirement, but local restrictions still apply; properties in approved short-term rental subzones may operate as principal-use short-term rentals, while properties outside those areas generally remain subject to principal residence rules and other City requirements.  This guide is intended as an operational checklist, not legal advice. Owners and managers should verify the current requirements directly with the City of Kelowna, the Province of British Columbia, the strata corporation if applicable, their insurer, and any professional advisers before advertising or accepting bookings.

  • Confirm zoning and use category: Determine whether the property qualifies as a short-term rental accommodation minor use, major use, or another permitted accommodation category.

  • Register provincially: Complete the British Columbia short-term rental registration process and keep the registration number current. 
  • Display required numbers: Include the City business licence number and provincial registration number wherever required on listings and guest-facing materials. 
  • Confirm principal residence status where applicable: Outside approved STR subzones, keep evidence that the operator meets applicable principal residence requirements.

Insurance Considerations Before Listing

  • Review platform-provided host protection separately; do not assume it replaces a dedicated insurance policy or endorsement. 
  • For strata properties, confirm whether the strata corporation requires specific liability limits or evidence of coverage.

Guests are expected to follow posted house rules, respect quiet hours, use the assigned parking areas only, dispose of waste and recycling as directed, and contact the host promptly with any safety, maintenance, or neighbourhood concerns. Maximum occupancy, check-in instructions, emergency contacts, and evacuation information are provided before arrival and inside the property. 

Owner Checklist

  • Confirm principal residence status or exemption path before relying on rental income. 
  • Review mortgage, strata, lease, and title restrictions.
